New Release: Shelter Field Guide

Shelter Field Guide

The purpose of the Shelter Field Guide is to provide sheltering best practices to faith-based groups, non-profit organizations, government partners, and private industry. The guide was co-developed by the American Red Cross and the Federal Emergency Management Agency with support of a work group that included all levels of government.

The Shelter Field Guide has eight sections that cover the standard activities and tasks which occur during the pre-opening, opening, ongoing, and closing phases of shelter operations. Each section contains information for workers in registration, feeding, dormitory management, health and mental health care, staffing, logistics and shelter management. Additionally, the guide provides position checklists and training outlines for each position so that spontaneous shelter managers can use the guide to train their personnel.

The Shelter Field Guide can be used as a job aid and/or just in time training during a disaster operation.

New Release: Multi-Agency Feeding Support Plan Template

The purpose of the Multi-Agency Feeding Support Plan Template is to supplement a jurisdiction’s Emergency Operations Plan and/or Mass Care Annex. It is intended to provide guidance and suggested procedures for a jurisdiction to consider in the development of a disaster feeding plan that focuses on their role of managing and/or supporting feeding activities. This template is based on best practices and concepts that have been proven during previous disasters. Additionally, the template can serve as an educational tool to assist jurisdictions, NGOs, faith-based organizations, the private sector, and other stakeholders who are providing feeding support to understand the complexities of implementing a coordinated and collaborative feeding operation. This includes understanding the protocols of the various feeding providers and government entities. This comprehensive multi-agency document was developed in coordination with State Mass Care Coordinators, the American Red Cross, the Salvation Army, Southern Baptist Disaster Relief, Feeding America, Convoy of Hope, the USDA Food and Nutrition Service (FNS) and Animal and Plant Health Service (APHIS), FEMA Headquarters and Regional Mass Care staff, and Headquarters FEMA Logistics Management Directorate.

2015 National Mass Care Exercise After Action Report

Check out the 2015 NMCE After Action Report. This year’s NMCE, the 4th annual, was sponsored by the State of Texas and held in Austin on June 8th, 2015. The National Mass Care Exercise (NCME) is held on an annual basis in keeping with Strategic Goal 1.4 of the National Mass Care Strategy, “Improve the effectiveness of disaster exercises in building mass care capacity, including scenario planning”. The NCME is sponsored by a state and supported by the FEMA Region and Headquarters as well as the mass care providers that comprise the whole community. The first three NMCEs were hosted by Florida in conjunction with their annual full scale hurricane exercise. This exercise, designated Critical Mass 2015 was the first to be hosted by another state, Texas, and one with a non-hurricane scenario.

This 2015 NMCE After Action Report provides a synthesis of the comments that were made in interviews conducted with Evaluators, Controllers and Task Force Leaders during the exercise as well from comments made during the Hot Wash which occurred following the exercise on June 11th.

The purpose of the Multi-Agency Distribution of Emergency Supplies Plan Template is to supplement a jurisdiction’s Emergency Operations Plan and/or Mass Care Annex and is intended to provide guidance and suggested procedures for a jurisdiction to consider in the development of a Distribution of Emergency Supplies Plan. This template is based on best practices and concepts and can be used by any jurisdiction. Additionally, the template can serve as an educational tool to assist jurisdictions, NGOs, faith-based organizations, the private sector, and other stakeholders who provide distribution of emergency supplies to understand the complexities of implementing a coordinated and collaborative operation, including but not limited to: protocols, terminology, types of distribution, and the coordination of the various providers. This comprehensive multi-agency document was developed in coordination with State Mass Care Coordinators, the American Red Cross, the Salvation Army, Convoy of Hope, Adventist Community Services, Feeding America, FEMA Headquarters and Regional Mass Care staff, and the U.S. Army Corps of Engineers.

Multi-Agency Sheltering/Sheltering Support Plan Template (MASPT)

The purpose of the Multi-Agency Sheltering/Sheltering Support Plan Template (MASPT) is to supplement a jurisdiction’s Emergency Operations Plan and/or Mass Care Annex and is intended to provide guidance and suggested procedures for a jurisdiction to consider in the development of a sheltering plan that focuses on their role of managing and/or supporting sheltering activities. Two years in the works, the comprehensive multi-agency sheltering document was developed in coordination with FEMA Headquarters and Regional Mass Care staff, the American Red Cross, the Salvation Army, State Mass Care Coordinators, local emergency management, and the FEMA Office of Disability Integration and Coordination.  The template is based on best practices and concepts that have been proven during previous disasters.
