Purpose
During times of emergency and disasters, mass care provides emergency relief and services to the community as a whole. To best address these needs, a National Mass Care Strategy has been developed through a collaborative process led by the American Red Cross, Federal Emergency Management Agency, and National Voluntary Organizations Active in Disaster. The National Mass Care Strategy:
Provides a framework to enhance coordination, pool expertise, and strengthen the response capacity of mass care throughout the nation
Establishes common goals, fosters collaborative planning, and identifies resource needs to build national mass care capability
Provides educational tools and resources
Establishes common technology, terminology, and standards
