Mass Evacuee Support

Mass Evacuee Support includes providing life-sustaining services and resources to mass evacuees. It also includes leveraging resources to support mass evacuation tracking and the movement of government-assisted evacuees, their household pets, service animals, and medical equipment.

Pre-Incident Activities Include:

  • Development of multi-agency mass evacuee support templates; training materials; and other tools to strengthen and enhance the capacity to support government-assisted transportation for evacuees. 
  • Incorporate best practices and lessons learned into preparedness activities for evacuee support.  
  • Develop various mechanisms to provide resources, programs, and services for the support of mass evacuees.  
  • Coordinate with stakeholders to develop integrated processes and mechanisms to augment capabilities for mass evacuee support.  
  • Provide training and exercises integrating support to mass evacuees. 

Response Activities Include:

  • Coordinate with partners to monitor, analyze, validate the need for resources, programs, and services.
  • Provide subject matter expertise and technical assistance.
  • Provide resources, including equipment, material, supplies, facilities, and personnel to support mass evacuees.
  • Deploy equipment and personnel to support evacuees that are utilizing government-assisted transportation.
  • Identify resource requirements, shortfalls, and limiting factors. 

EVACUEE SUPPORT PLANNING GUIDE (July 2009)

During an evacuation, those needing to leave an at-risk or impact area may be able to do so using their own transportation resources (i.e., self-evacuees), while others without their own transportation may need assistance (i.e., transportation-assisted evacuees).  This document is designed to address the support needs of these evacuee populations and the planning needed by Host-States to do so.

Many of the considerations surrounding evacuee support hold true for planning purposes however FEMA Disaster Assistance Policies referenced have been superseded by content available in the Individual Assistance Program and Policy Guide and the Public Assistance Program and Policy Guide.
